Jeffrey Winton, Founding Partner

Jeffrey M. Winton

Founding Partner
Jeff has specialized in trade-remedy matters since 1985, and has personally handled more than 70 cases involving hundreds of separate investigation and review proceedings.  He was part of the legal team that served as lead counsel for the Mexican government in NAFTA negotiations, where he was responsible for the team’s work on trade remedy issues in the negotiations.  He has also represented the Korean government as complainant or respondent in five WTO disputes, and advised the Korean government on certain legal issues relating to U.S. requests to renegotiate U.S.-Korea Free Trade Agreement.  Jeff holds a J.D. degree from Harvard Law School and a A.B. degree from Princeton University.

Michael Chapman

Partner

Mike has more than 20 years of experience providing legal services, as well as economic and strategic consulting services, to commercial firms, law firms, and governments.  He holds a J.D. from the University of Michigan Law School and a Ph.D. in Economics from the Massachusetts Institute of Technology.  He has served clients in a wide range of industries, including pharmaceuticals, agricultural products, metals, medical equipment, semiconductors, steel, and consumer goods.  Mike has taught at several leading business schools, including MIT’s Sloan School of Management, University of Michigan’s Stephen M. Ross Business School, Georgetown University’s Robert Emmett McDonough School of Business, and the University of Maryland’s Robert H. Smith School of Business.

Amrietha Nellan, Partner

Amrietha Nellan

Partner

Amrietha is a partner at the firm. Before joining the Winton & Chapman, she worked for a political consulting firm that promoted trade liberalization policies, and also advised two gubernatorial campaigns. She also has experience as an intern for a tax-consulting firm, analyzing issues relating to corporate tax liability, federal and state income taxes, unemployment taxes, and research-and-development credits. Amrietha holds a J.D. degree from U.C. Hastings College of the Law and undergraduate degrees in Business Economics and in International Studies from the University of Arizona.

Vi Mai, Associate Attorney

Vi Mai

Associate Attorney

Vi is an associate attorney at the firm.  Before joining the firm, Vi clerked for the District of Columbia Superior Court and District of Colombia Court of Appeals.  Vi holds a B.A. degree from Randolph-Macon College and a J.D. degree from American University Washington College of Law.  In addition to her U.S. bar membership, Vi also has a Canadian Certification of Qualification (which is the equivalent of a Canadian J.D. degree).

Alexis Cherry

Director of International Trade Analysis

Alexis is the Director of International Trade Analysis. Prior to joining the firm, she worked in the federal government in both trade enforcement and trade policy. At the U.S. Department of Commerce, she conducted and managed antidumping investigations and reviews of a variety of imports from around the world. Later at the U.S. Department of Agriculture, she developed trade strategies for Europe and Eurasia, specifically regarding market access and trade barrier issues. She has a graduate degree in International Economic Relations from American University’s School of International Service and an undergraduate degree in International Affairs and Economics from Florida State University.

Rachel is an associate at the firm. She received her undergraduate degree in Economics with a concentration in International Business and minors in Mandarin and International Human Rights from Purdue University. She also holds a J.D. degree from George Washington University School of Law. During law school, she worked as a legal assistant at an immigration firm and as a law clerk at the Commonwealth’s Attorney’s Office of Alexandria, Virginia.

Foreign Legal Consultant

Gi Beom is a foreign legal consultant with professional experience across multiple jurisdictions. He holds a J.D. degree from George Washington University School of Law and a law degree with a concentration in business law from the University of Buenos Aires. He is licensed to practice law in both Argentina and the United States. He previously worked as a trial attorney in Buenos Aires, Argentina, where he represented insurance companies in government contract litigation. He also gained international legal experience as a foreign attorney intern in the International M&A Practice Group of a leading law firm in Seoul, South Korea.

Kate is the senior international trade specialist at the firm. She has an undergraduate degree in International Relations with a minor in Economics from American University School of International Service. Prior to joining the firm, she was an Investment Performance Associate at an investment consulting firm where she produced monthly and quarterly reports for 13 high net-worth clients, including private family trusts, non-profit institutions, and universities, with combined assets totaling over $3.0 billion.

International Trade Specialist

Miguel is an international trade specialist at the firm. He received an undergraduate degree in Economics with a minor in French Studies from the University of Maryland, College Park. Prior to joining the firm, he worked in a data-forward marketing role at a start-up, responsible for the maintenance of digital marketing campaigns, search engine optimization, and competitor research.

Alison Conway

Alison Conway

International Trade Specialist

Alison is an international trade specialist at the firm. She received her undergraduate degree in Diplomacy & International Relations, with minors in Economics and Modern Languages from Seton Hall University. Prior to joining the firm, she was a Project Coordinator at an international education NGO, where she managed State Department cultural exchanges with delegations from all over the world.

Claire Lwin, International Trade Specialist

Claire Lwin

International Trade Specialist

Claire is an international trade specialist at the firm. She holds an undergraduate degree in International Affairs with a minor in Entrepreneurship & Innovation from George Washington University, along with a graduate degree in International Business. Prior to joining the firm, she worked at a trade advocacy organization, where she assisted in enhancing trade relations between the U.S. and ASEAN countries. She has also interned at various research institutions, conducting studies on topics related to trade, economics, and security.
